Additional Remarks
This license is held by the Kings River Water Association (KRWA) as Trustee for the water rights of the 28 member units of the KRWA. All water available from source was used. The member units, rather than KRWA, dictate how water under license is used and utilize the maximum possible each year. Member units typically practice conjunctive use and supplement the available surface water supply with groundwater as needed. Diversion rate shown herein is average daily direct diversion rate for the month in accordance with license. Storage and releases from Pine Flat reservoir are governed by the US Army Corps of Engineers Pine Flat Reservoir regulation manual. Water year 2023-24 was a near normal year for runoff on the Kings River, with runoff measuring 1,614,555 acre-feet or approximately 95% of the average annual runoff. Near normal runoff and significant carryover storage in Pine Flat Dam from WY 2022-23 caused the U.S. Army Corps of Engineers to declare two small flood releases from May 4-15 (11 days) and from May 29-June 5 (8 days), with all flood release water being used within the Kings River service area. There are six (6) water right licenses on the Kings River issued by the State Board that are held by KRWA for the benefit of the member units; License 11517 (Tulare Lake), 11518 (Pine Flat), 11519 (Pine Flat), 11520 (Wishon), 11521 (Tulare Lake) and 11522 (Courtright). By inclusion of a form of Term 21 in these licenses, it was recognized that they covered all water on the Kings River, including pre-1914 water, and that no pre-1914 water rights were forfeited as a result of that water being included in the licenses. For water year 2023-24, water use included pre-1914 water as well as appropriated water. Pre-1914 water use from Pine Flat Reservoir will be reported in a separate Statement of Water Diversion and Use for water year 2023-24. Conditions (a) through (f) of this license require delivery of water into the Kings River’s high-flow channel under certain conditions based on calculated Pre-Project Piedra daily discharges. Records of the obligations and credits for water year 2023-24 that are required by the High Flow Channel Agreement are attached to this report of licensee. Radial gates are installed on Pine Flat Dam and allow the water level in the reservoir to occasionally exceed the spillway elevation. Feet below spillway at maximum storage shown herein is distance below top of radial gates.
